Projects Funded by MCE and Leased Back to NHS and GMS Providers

MCE is an experienced developer who has an excellent track record in the delivery of privately funded public buildings.

The management team at MCE have many years’ experience in arranging funding for new NHS facilities, not only to procure this LIFT portfolio but has also provided over £240m  funding for a range of Community and Mental Health Care facilities within the south of the country.

MCE can provide project feasibilities to assess the viability and affordability of new schemes where providers are looking to lease rather than own their buildings.

Initial consultations and broad feasibilities will be provided to establish the likely success of a project at risk. Thereafter, MCE will be looking to establish a vibrant partnership as a Landlord with the prospective tenants in developing the scheme design and moving forward through planning, financial close and project delivery.

In order to establish a fair share of project delivery risks, a range of different agreements can apply such as:

  • Memorandum of Agreement
  • Development Agreement
  • Agreement to Lease

Where there is a need to tender for new developments, MCE will be pleased to be given opportunities as they arise.

Joint Ventures

LIFT projects are inherently delivered through joint ventures. Typically this involves, tenants, investors and operators working together to deliver the scheme and then to operate through unique Landlord and Tenant relationships.

MCE can offer prospective tenants and users of new buildings, opportunities to share in the risk and reward of new developments through their whole life cycle

Joint Ventures allow parties to have a long term equity stake in the development. They may wish to provide capital or revenue funding, provide the land or apply operational returns proportionate to the value of equity stake holding.

This is encouraged by MCE since a successful long term relationship between Owners and Users is always seen to benefit both parties.

MCE are able to look at the feasibility of such joint ventures and provide high level commercial appraisals at risk. If a project looks attractive to the parties involved, then similar risk sharing agreements as outlined above will apply.

Commissioners and Providers can access this expertise to procure new developments or to undertake feasibilities and business cases to appraise value for money and affordability given the full range of investment options.
